Abstract

Attendance management is a critical administrative function in public institutions because it affects work discipline, service accountability, and the accuracy of personnel recapitulation. In the Gringsing District Office, honorary staff attendance may still rely on manual or semi-manual recording, which can create delays in report preparation, data inconsistencies, and limited traceability of attendance events. This study aims to design a web-based RFID attendance system for honorary staff using the prototype method. The proposed system digitizes attendance through RFID card identification, records scan events in real time, and provides structured reporting for administrative officers and leadership. The prototype approach is selected because it enables iterative refinement based on user feedback, allowing the system to align with operational practices in the district office environment. The development results indicate that RFID-based attendance integrated with a web application can support faster identity verification, reduce manual input, and improve attendance data accuracy. The system is designed with role-based access, attendance logs, master data management, schedule management, and recapitulation features. This study contributes a practical model for implementing RFID attendance in local government offices, especially for non-permanent personnel who require simple, reliable, and auditable attendance recording.
