Abstract

Limited access to clear and standardised information can hinder prisoners and their families from understanding correctional integration rights. This community service programme developed SIPAHAM (Information and Understanding System for Prisoners' Administrative Rights) at the Class IIA Narcotics Correctional Institution of Tanjungpinang through a hybrid information board and Quick Response (QR) code. The programme was implemented from 25 June to 5 August 2026 using a descriptive-participatory approach comprising needs assessment, regulatory and literature review, content drafting and validation, media production, installation, socialisation, monitoring, and handover. The information covered parole, conditional leave, remission, assimilation, required documents, and application procedures. Achievement was assessed descriptively through media availability, accessibility, information consistency, observed use, staff feedback, and the possibility of updating digital content. The programme produced a permanent information medium in the service area and a 5 × 5 cm QR Code placed in an acrylic holder. Initial monitoring suggested that the hybrid media provided an accessible and standardised reference for users and officers. However, the programme did not employ a standardised pre-test/post-test, scan analytics, or a comparison group; therefore, increased understanding cannot yet be claimed quantitatively. SIPAHAM demonstrates that a low-cost physical-digital information layer can support transparent and accessible correctional services when it complements, rather than replaces, direct assistance from officers.
