Abstract

Telecommunication contractor companies have project-based characteristics because their operational activities are generally carried out through short-duration projects with specific targets, limited resources, contractual requirements, and customer-defined completion criteria. These characteristics require a performance measurement system that is able to integrate project performance into company-level performance. This study aims to develop a project-based company performance measurement system for a telecommunication contractor using Project Management Theory as the main theoretical foundation. The research uses a case study approach involving five telecommunication projects implemented during January–December 2024. The proposed measurement system consists of seven performance dimensions: cost, time, scope, quality, resource, risk, and stakeholder, which are translated into measurable key performance indicators. The measurement process consists of data collection, KPI calculation, normalization, weighting, project performance index calculation, and aggregation into a Company Project Performance Index (CPPI). The company data show that the five projects have contract values ranging from Rp28,965,850 to Rp47,285,425, with planned project durations ranging from 10 to 16 days. The resulting project performance index ranges from 86.21 to 97.32, while the aggregate company performance index reaches 91.20. The result indicates that the company performance is categorized as very good. Nevertheless, schedule performance remains an area requiring improvement because four of the five projects experienced delays. The proposed system can support management in identifying project-level deviations and prioritizing corrective actions.
